Children’s Guardians Arrested For Keeping Children Locked In Windowless Room

Pennsylvania Child Endangerment Laws
The crime of child endangerment occurs whenever an adult who has a duty of care to a child breaches that duty of care by putting the child at substantial risk of injury or substantially harming the child’s health. These adults might be members of the child’s household, or they might be professional caregivers such as teachers or daycare providers. It ranges in severity from a misdemeanor to a second-degree felony. The severity of the charge depends on the duration of the endangerment or neglect, the degree of physical harm suffered, and the child’s age; the court upgrades the charges by one degree if the child is younger than six.

In August 2025, police executed a search warrant at a house in Redstone Township; news reports did not say anything about the events leading up to the issuance of the warrant. They arrested James Kahl, Jr. and Carly Kahl, after they found a windowless room locked from the outside. Inside the room were five children, ranging in age from five to 14. The room was dirty, and it had no food, water, or bathroom access. The police removed the children from the home and placed them in foster care. James, 65, and Carly Kahl, 40, are now facing felony charges for child endangerment. News reports did not say what James and Carly Kahl’s relationship is to each other or to the children.
